Approved by the Council of Ministers on 10 March 2026 as part of Spain’s first Action Plan for the Sustainable Management of Mineral Raw Materials 2026–2030, the PNEM aims to improve knowledge of Spain’s mineral resources and reduce dependence on imported critical raw materials, in line with the EU Critical Raw Materials Act (CRMA).
€2,000,000 across two lines:
Aid intensity: up to 50% of eligible exploration costs, up to 60% for mining-waste studies (higher for SMEs). Annual calls foreseen through 2030.
The government has reserved four zones on historical workings in Córdoba and Jaén to study whether old mining waste holds strategic minerals recoverable in an economically and environmentally viable way.
